the Peninsular and Oriental Steam Navigation Company for the conveyance of Her Majesty's Mails, I am Sanguine that His Excellency will coincide with me in opinion, that in framing this Ordinance it was never contemplated the Steamers of this Company should be brought under its operation, and this view appears to be fully borne out by the Passenger Act of 1855, to which the Ordinance of 1871 appears to be merely a supplement, never having been applied to the Mail Steamers.
In conclusion, I have the honor to request, that, in the event of His Excellency still considering it necessary to place the Steamers conveying Her Majesty's Mails under this Ordinance, I'may be furnished for the information of my Directors with the grounds for such decision, in order that they may be enabled to place the whole question before the Home Government.
